Funding was received from the MIT Center for Energy and Environmental Policy Research; I was on the Board of Director of National Grid, PLC and of TransCanada Corporation when this paper was written. I am no longer on either board. I became a Director of Exelon Corporation at about the time the original version of this paper was completed in 2007 and have remained on that Board to the present. National Grid and Exelon own electric power transmission and distribution networks. I was a paid consultant to Southern California Edison in years immediately preceding the completion of this paper in 2007. Southern California Edison owns electric power networks. I have not been a paid consultant to Southern California Edision since 2006. None of these organizations reviewed or approved any portion of this paper.
