We study the impacts of a tracking program in a large urban school district that establishes separate “gifted/high achiever” (GHA) classrooms for fourth and fifth graders whenever there is at least one gifted student in a school-wide cohort. Since most schools have only a handful of gifted students per cohort, the majority of seats are filled by high achievers ranked by their scores in the previous year’s statewide tests. We use a rank-based regression discontinuity design, together with between-cohort comparisons of students at schools with small numbers of gifted children per cohort, to evaluate the effects of the tracking program. Low income and minority students are under-represented in gifted education programs. One explanation for this pattern is that the usual process for identifying gifted students, through parent and teacher referrals, systematically misses many potentially qualified disadvantaged students. We use the experiences in a large urban school district following the introduction of a universal screening program for second grade students to study this hypothesis. With no change in the standards for gifted eligibility the screening program led to large increases in the fractions of economically disadvantaged students and minorities placed in gifted programs. Education policy makers have struggled for decades with the question of how to best serve high ability K‐12 students. As in the debate over selective college admissions, a key issue is targeting. Should gifted and talented programs be allocated on the basis of cognitive ability, or a broader combination of ability and achievement? Should there be a single admission threshold, or a lower bar for disadvantaged students? We study social interactions in the risky behavior of best-friend pairs in the National Longitudinal Study of Adolescent Health (Add Health). Focusing on friends who had not yet initiated a particular behavior (sex, smoking, marijuana use, truancy) by the first wave of the survey, we estimate bivariate discrete choice models for their subsequent decisions that include peer effects and unobserved heterogeneity. Social interactions can lead to multiple equilibria in friends' choices: we consider simple equilibrium selection models as well as partial likelihood models that remain agnostic about the choice of equilibrium.
