new features on grant editor: effort tracking and templates

Hi folks. I have continued to work on the Grants editor.

The big new thing is effort tracking. If you click on the effort "+"
sign at the top, a section opens up which lets you specify the start and
end dates of each year of the grant, and for each personnel associated
with the grant, how many months of effort they requested and took in
that year. A specific person can get months of effort both directly and
through a subcontract, on separate lines.

I also added a section called "Info about this grant laid out according
to templates". The idea is that if you are often generating emails or
documents about a grant that need to be in a certain format, we can
create templates in that format, and then you can go here and the
template will be filled out for you with the info from this grant. For
now you just see it on the web, whence you can copy & paste, but if
there is need we can set things up so that these can be emailed easily.

Please let me know if these features work the way you want them to, or
if there is other functionality that you would like to be added.

Would it make sense to meet again as we did last summer and demo all the
stuff we have added to this system?
