no more end date checks and new version of Grant editor

Hi folks. It seems that there are times when a grant should legitimately
remain "active" even after the end date is past, so I removed the end
date check from db_sanity. The other checks remain, but there are far
fewer other problems.

There is a new version of the grant editor. I tried to really highlight
the project period dates vs the budget periods dates. Also, there is now
a button that will automatically fill in budget period dates by counting
forward one year at a time. One can of course still enter those dates by
hand for cases where budget periods are wonky.

Please let me know if you have other suggestions for improving the
grants editor.
