Letter of Introduction


Welcome to the first edition of the Science and Engineering Workforce Project (SEWP) News Brief! This publication is a product of the Science and Engineering Workforce Project at the National Bureau of Economic Research, and is intended to provide you with the latest news, research, reports and events relating to the science and engineering workforce, on a bi-monthly basis. Four times a year, we will publish in conjunction with Migration News, a product of the West Coast Program on Science and Engineering Workers (http://migration.ucdavis.edu/ ), that focuses on the issues associated with international migration, in regards to the science and engineering workforce.

In this introductory issue, we focus on the repercussions of the 'Rising Above The Gathering Storm' Report published by the National Academies in 2007. In May, Congress passed the America Competes Act, largely in response to the concern raised by the 'Gathering Storm' report about the importance of science and engineering to America's international competitiveness. In this issue, we feature articles that describe the impact of this multifaceted legislation in arenas ranging from Industry to K-12 Education. In addition, we look at the challenges faced by industry, policy makers and educators in fostering science and engineering and innovative new programs that seek to address such challenges. We also look at how the rest of the world is responding to similar challenges. Topics related to the science and engineering workforce, such as immigration policy and patent reform, will also be featured. Finally, we feature interesting science developments and emerging technologies.

We have divided this content into two main sections- Research and News. Within each of these sections, you will find carefully selected articles and reports, grouped by topic, and summarized briefly. Please follow the links to read the full text of any of the papers or articles listed. Our website ( www.nber.org/~sewp) will maintain a searchable archive of all articles and papers.

We aim to provide you with a comprehensive collection of articles, papers and reports that may be of interest to you, and we are eager to hear your feedback and opinions!
