Reminder and Call for Papers: Trans-Atlantic Public Economics Symposium

Dear Program Members -

The deadline has just passed for the next Trans-Atlantic Public
Economics Symposium, which will be held in Paris on June 12-14, 2008.
("Paris in the springtime...") If you have a paper that might be
suitable for the conference, there is still time to submit your paper
for consideration - but not much.

The topic of this meeting is "Social Safety Net Programs. The
conference will be co-sponsored by the NBER and the Paris School of
Economics. Roger Gordon and Thomas Piketty are the program organizers;
the program will consist of twelve papers and two formal discussants for
each paper. Papers from the conference will be considered for a special
issue of the /Journal of Public Economics, /subject to the normal
refereeing process. The conference will focus on positive and normative
studies of social safety net programs, including programs providing
cash transfers, such as welfare assistance, earned income tax credits,
and disability benefits, as well as programs providing transfers in-kind
such as medical care, housing, food, job-training, or educational
assistance for at-risk kids. What effects do these programs have on
individual behavior, including labor supply, savings behavior,
investments in human capital, or household structure? What are their
effects on current and future poverty rates? For any given level of
expenditures, how would these programs best be designed to aid those at
risk of spells of poverty?

Emphasis will be on empirically oriented research, but applied
theoretical research is also welcome. Preference will be given to
papers by younger authors. Papers will be selected on the basis of
abstracts of about 750 words or, when possible, completed papers.

If you would like to submit a paper, please send an abstract or paper to
Roger in the next few days (rogordon_at_weber.ucsd.edu). Authors chosen to
present papers will be notified by November 1, 2007. Travel and local
expenses for participants will be covered.

The TAPES conference has historically been a wonderful opportunity to
interact with European scholars in the field of public economics, as
well as with other NBER researchers. I hope that if you have research
that might be appropriate for this meeting, you will consider submitting
it.
