Description: Increasing emphasis has been placed on how to stimulate
research performance, an issue of interest to governments, funding bodies
and research institutions alike. Some of the questions that have been
raised in this debate, in particular in the field of economics, include:
How should institutions be reformed to improve research performance? Which
incentive systems work? Which recruitment and promotion systems fare best?
What is the role of high quality doctoral programs in stimulating research
at an institution? How crucial is it to adopt English as the language of
economic science?

At the same time, the evaluation of research outputs in economics is a
controversial issue that has been subject to recent scientific debate,
leading to the proposal of several indexes and methodologies. These differ
in the crucial issue of how to weight different journals or articles to
reflect their relative quality, but also in whether to correct for article
length, co-authorships, multiple affiliations or, in the case of
institutions, whether to correct for its size and which time frame to use
when counting its members for purposes of evaluation of research
performance. Different measurement schemes lead to different incentives.

In Europe, the debate on how to stimulate and evaluate research
performance is particularly relevant, given the current emphasis attached
by policy makers to the competitiveness of the higher education and
research systems (see for example the Lisbon objectives of turning Europe
into a leading knowledge-based society) and given that most indicators
highlight that the European research systems perform poorly when compared
to that of the USA.

This workshop aims at bringing together innovative quality work in this
field, dealing broadly with criteria for success in research, methods of
evaluating research in economics, rewards to economic research, and
mechanisms for the dissemination of scientific outputs. Papers on related
topics will as well be considered. Most generally, the workshop seeks to
bring together scholars who are studying the nature of the economics
profession as an institution for the creation of knowledge.

Submission: Those who wish to participate in the workshop are invited to
submit abstracts of papers by using our online application form. The
deadline for submission is January 2, 2008. Decisions of acceptance or
rejection by the program committee will be announced no later then January
30, 2008.

Funding: Economy class air travel costs for presenters of papers that have
been accepted will be reimbursed. IZA will also provide accommodation,
breakfasts, lunches and dinners at the workshop venue.
