Hi, Bob Litan wanted me to email you the "Open Letter to the President and
Congress" regarding normalizing trade relations with China. He would like you
to circulate the Letter and attached memo to your email list of International
Economists with instructions to reply directly to me. Bob hopes that you can do
this fairly quickly because he hopes to present this on Monday. Enclosed in

1. The Open Letter with signatories
2. List of economists to which the memo was addressed
