Dear NBER Health Care FRFs and RAs,

You should have received the e-mail copy-pasted below last week from
Jim Poterba (sent via Denis Healy) notifying you that the time window
for nominating new individuals for NBER membership is now open. A
few of you have e-mailed us questions about our process, so we
decided to write to clarify a few points for the group.

First: this is my and Amy's first year reviewing nominations for the
Health Care program (we transitioned in as co-directors as of 1-July
last year). Perhaps not surprisingly, not having done this before,
we have some learning to do to get a sense of what works best for our
group. To assist in that process, we have an advisory committee with
rotating membership (currently Amitabh Chandra, Ben Handel, and Neale
Mahoney together with the two of us) who will review nominated candidates.

Second: we want to try to avoid individuals feeling a need to be
"strategic" about the nominating process. We are aiming to appoint
individuals who are outstanding health economists, and we will use
people's CVs as the primary way of assessing this. There is no need
to write detailed nomination statements, nor is it advantageous to be
nominated by more than one person. Our review will focus on the CVs
of nominated candidates without regard to nomination statements, who
nominated a given individual, or how many nominations a given
individual received. Put differently, the goal of the nomination
process is just to get a set of names/CVs in front of the committee
for consideration.

Third: in terms of who can be nominated, there is no rule other than
that they must have a tenure track position at a North American
university (which is an NBER requirement). The selection process is
very competitive, given that in a typical year the program is only
able to add about three new affiliates. As articulated in Jim's
e-mail, the NBER is also looking to ensure diversity in each of its
programs along many dimensions, so please keep that in mind as you
compile your nominations.

Dear Heidi:

I am writing to ask for your help in identifying
outstanding researchers who could make important
contributions to the NBER community as Faculty
Research Fellows. If you know of an untenured
researcher whose research fits broadly within the
scope of one of the NBER's twenty research
programs, holds a primary appointment at a North
American college or university, and would be
interested in participating in NBER activities,
please submit a nomination. Most new NBER
appointees are Faculty Research Fellows, but
nominations of established, tenured researchers
potential new Research Associates are also welcome.

Please make a special effort to nominate
researchers who are members of groups that have
been under-represented in the NBER, as well as
researchers who may not be well-connected to the
NBER network. To determine whether a researcher
is already an NBER affiliate, please visit the
"Affiliated Scholars" link at www.nber.org and
type the potential nominee's name into the "Affiliated Scholars Search."

Program directors, assisted by a small steering
committee, review the nominees for each
program. NBER's limited resources make it
impossible to appoint all nominees. In recent
years, the number of nominations has been roughly
four times the number of new appointments.

nomination statement, the program(s) for which
you are nominating this candidate, and a URL at
which the nominee's CV can be found. The
deadline for submitting nominations is Monday,
February 8, 2021 at 11.59pm PST. You should
receive an email confirmation of your
nomination. If you do not, please contact Denis Healy at dhealy_at_nber.org.

New RA appointments require approval of the NBER
board, which is scheduled to meet in
mid-April. Denis Healy will notify you of the
status of your nominations in late April;
newly-appointed researchers will also be contacted at that time.
