Where to find usernames: the user editor

I modified the grant editor to suggest that looking up usernames for
personnel should be done using the user editor (/admin/tools/user/edit).

I created confusion with the previous version, which suggested using the
user lookup function in the search bar at the bottom of the editor. That
search bar's primary function is to find grants that a given person is
on, so the lookup only finds users who are already on a grant. So you
cannot use it to find someone who is on no grants as yet. It does not
make sense to change that restriction, and the case where it comes up is
rare, so I just changed the link and recommendation.

My apologies for removing what had been working functionality and
replacing it with something misleading.
