Automating Other Support: what is Annual Direct Cost?

Wayne and I talked about the web tool to produce Other Support Reports.
Wayne noted that we can probably automate the Annual Direct Cost field
as well, if we can establish exactly what that number is supposed to be.
The information may already exist in the database, orsomeone upstairs in
accounting may be able to get it and export it on a periodic basis.

So can someone please explain how Annual Direct Cost should be determined?
