Laws are important in the determination of the boundary conditions
which govern the markets for those with advanced technical training.
PEAT will seek to better understand how much of the rapid change in the
markets under study is attributable to legislation. This may include making
monetary assessments of the value of legislation to its sponsoring parties
as well as understanding the distributional effects of previous and/or
contemplated legislative changes.
