If you or one of your co-authors is a NBER family member you may submit the paper to the NBER Working Paper series.
If the paper was presented at an NBER conference by non-member participants, it can sometimes be submitted. However, if the paper is not being included as part of a conference volume it is not eligible to submit as a working paper.
