1981-1990 has been changed to using data mirrored from the CDC ftp site.  Line counts and record lenghts are the same.
I think the CDC-ftp site 1980 file may have CR/LF rather than blank-filled lines to 442 characters,
but it seems to read identically to an old CD copy of that was blank-filled to 442 characters.
