Before continuing, please be sure:
that you are eligible for free downloads

if you are eligible for free downloads, that you have

If you have determined that you are
eligible for free downloads but the system
recognize you as authorized, there are two possibilities:
You may be accessing the Internet from a computer which is not authorized

If you see "This paper is available in PDF (2 K) or HTML(0 K) format" at the bottom,
then you are authorized for free downloads. Problems downloading
Working Papers are not due to authorization. Visit our
Working Paper help pages for more help.
If the system does not recognize you, you will see a link called
"add this paper to your order basket." Follow the above instructions for help.
