U.S. Federal Goverment Employees and Residents of Developing Countries

Free downloads of NBER Working Papers

If you are a U.S. federal government employee or a resident of a developing country, you should have free access to NBER Working Papers on the basis of your domain name. U.S. federal government employees have a domain name ending in .gov, such as whitehouse.gov. Residents of developing countries have a domain name ending in their two letter country code (for instance, the counry code for France is .fr, so the domain name for the Sorbonne is sorbonne.fr). A list of qualifying domain names is available.
You generally do not need to register or obtain a password from us. If you are unable to download Working Papers free of charge, the problem is likely that our server does not recognize your domain name, in which case we can offer you further authorization help.

Testing free access

An easy test is to browse our test document at http://papers.nber.org/papers/w0000 If you are in an authorized domain you should see "This paper is available in PDF (2 K) or HTML(0 K) format." If the system does not recognize you, you will see a link called "add this paper to your order basket," in which case we can offer you further authorization help.
