Delayed manager approvals in WebTime for 11/3 - 11/16

Dear NBER managers,

We needed to delay opening WebTime up for manager approvals for the
November 3 - 16 pay period, due to a technical glitch in the timecards.
The website hosts are working to fix the problem, and as soon as they do
I'll send out an email notifying you.
