The National Tax Association (NTA), in
association with the American Tax Policy
Institute (ATPI), will present the 44th annual
Spring Symposium and the 12th annual state-local
tax program on May 15-16 at Holiday Inn Capitol
Hill, Washington, D.C. Academic, government, and
private sector researchers and practitioners from
throughout the country will present timely new
research and discuss the most important fiscal
policy issues of the day: the Patient Protection
and Affordable Care Act; income inequality and
social mobility; climate change; who bears the
burden of Federal taxes and who receives the
benefits of Federal spending programs; tax
avoidance by businesses; the future of State and
local public sector pensions; and the funding of

share their insights on these issues during the
Spring Symposium's luncheons. Justin Wolfers,
Senior Fellow of the Brookings Institution and
Professor of Economics and Professor of Public
Policy at the University of Michigan, will be
Thursday's luncheon speaker. Jonathan Gruber­the
Ford Professor of Economics at the Massachusetts
Institute of Technology, key architect of
Massachusetts' ambitious health reform effort
under Governor Romney, and technical consultant
to the Obama Administration and Congress during
the crafting of the Patient Protection and
Affordable Care Act­will be the luncheon speaker
