Dear Public Economics Program Members:

The IRS announced, via IRS Procurement, the second round of solicitations
for research proposals allowing access to SOI microdata for important
applied tax research. This is similar to the program was initiated in 2007.
The submission period is now open and will continue until February 2, 2009.

While the solicitation is intended for small businesses, that can include
academics, graduate students, or employees of nonprofit organizations, if
they allow staff to engage in independent research.

The link below connects with a summary page. A more detailed description can
be found in the box labeled RFP with the link_ SOI 1449 (1).rft_, which is a
49-page document that may take a little time to open.

On December 19, 2008, a solicitation requesting proposals for Tax Statistics
Research Projects that require access to confidential tax microdata was
published in the trade publication, Federal Business Opportunities.
Proposals are due to IRS Procurement by February 2. With this announcement
the Statistics of Income Division~Rs outside research program begins its
second year of operation, seeking outstanding research projects that require
modest funding and no more than two years to complete.

In addition to describing the research merit of a project that will result
in a presentation/publication for professional conferences and journals, a
proposal should specifically address the researcher~Rs familiarity with SOI,
including related data and metadata. A proposal should also address how
SOI~Rs human capital will be increased, through the researcher~Rs mentoring
and/or collaborating with SOI staff, as well as his/her teaching SOI staff a
related short course.
