Members of the NBER program in Public Economics:
The message that follows was sent to the distribution list(s) indicated in
an effort to get economists to sign the attached draft letter to President
Bush "in favor of tax competition." Most of us would probably favor tax
competition and oppose an international agreement to place a floor under
tax rates, for roughly the reasons indicated in the draft letter to
President Bush. But that its not what this is about. The OECD initiative
in question is not about tax competition as we would understand
it. Rather, it is a multilateral effort by the members of OECD to stop the
use of off-shore TAX HAVENS and similar preferential regimes in member
countries to undermine the tax systems of all nations. (If you want to

and follow the links.) I personally believe that the OECD initiative is
generally sensible and believe that the U.S. government should support it
and thus hope that you will not sign the above-mentioned letter if asked to
do so -- and will retract your signature if you have already unwittingly
signed it. Also, please share this with your colleagues in economics,
business, and international tax law.

I wonder whether any of you would be willing, in principle, to sign a
letter to President Bush exposing the inaccuracy of the arguments expressed
in the attached letter. If so, please so indicate by return e-mail.

If there is enough interest in a response I would like to work with a few
of those who are interested to draft such a letter quickly. I will be out
of the office most of tomorrow and all of Thursday, but will be available
to work on it on Friday . Maybe anyone who is interested in working on a
response can so indicate immediately by e-mail and I will put you in touch
with each other tomorrow morning so you can get started.
