Dear Colleagues,

I think that four of you on the ITI list have asked me about the comment
that Blonigen, Davies, and Head have written on the Carr, Markusen, and
Maskus paper (AER 2001) and have now circulated as an NBER paper.

Keith and I have written a "reply", which is really just a report to
Ashenfelter on the comment at this point; I have no idea if he will want
to publish the comment or not.

Rather than issue our reply as a working paper, I thought that I would
take the simpler and quicker alternative of just circulating it to the ITI
list as a pdf.
