 I'm writing to encourage you to take advantage of the NBER's great support for grants and proposal submission.  The service the NBER provides is really terrific--they understand that your time is scarce and will help out in any way they can as you navigate the proposal process and administer your research grants.  The overhead rate is quite attractive, the NBER makes a very generous pension contribution on salary paid through a grant that they administer, and your overhead supports the Industrial Organization program and its activities, which I hope you agree is a wonderful contribution to our field. 

Every year I hear from some of you that your university discourages or prohibits you from applying for grants through third parties like the NBER.  But Marty Feldstein has worked hard to create agreements with universities that exempt the NBER from such restrictions, and I would be delighted to put you in touch with researchers in your department who have successfully done so.  The NBER is also open to subcontracting with your university, if you have a strong reason for dividing the funding locus (e.g., if the way research assistants are paid at your university requires them to be university employees). 

I hope you'll consider applying for the NSF this round, and doing so through the NBER IO program.  Your activity in and support of the program is vital to its strength.  I've copied below the e-mail from Alison Oaxaca, the NBER grants administrator, to let you know how to get started.  You should also feel free to contact me with any questions or concerns.

Dear Family Members,
I'd like to let you know that the next proposal deadline for NSF's Economics Program is January 15, 2005. Proposals are submitted electronically now, through Fastlane (www.fastlane.nsf.gov). PIs are required to complete the following sections -- a 1 page project summary, a 15 page project description, references, and a 2 page cv, as well as a form for current and pending support. You may either choose to work on and upload these sections of the proposal yourself, or e-mail the sections to me or to Sue Colligan (colligan@nber.org), and we will assemble the proposal in Fastlane for you. We can work with you and put together a budget, and complete the other forms.  There is no dollar limit on NSF proposals, but summer support is limited to the lower of $20,000, or 2 months, per person. Please let me or Sue know if you have any other questions.
