I am not able to commit to devoting enough time to do this project, and so
they have asked me to suggest others. If you are interested, I suggest
you respond directly to Dimitri Gvindadze, who is a former student of mine
and now the Deputy Finance Minister. Include a CV. Please cc me.

Dear Professor Frankel,





I trust you are fine and doing well.


I am Dimitri Gvindadze, MPA/ID alumnus, class of 2005. I have returned
safely to my native Georgia, Eastern Europe, and not so long ago have been
appointed Deputy Minister of Finance of Georgia. I am dealing with the WB
and IMF, with external debt and foreign aid management, grants,
humanitarian issues, and many other things that make my life as hectic as
it was in the first couple of semesters in the KSG… It’s also very
interesting, and I can indeed apply my MPA/ID skills in a productive way.
Once again, allow me to thank you for the course API-120 which was
brilliant. I am using skills acquired through that course each and every
day, and the course package and your lecture notes has become one of the
most valuable things I took from the KSG.


One thing I am currently involved in is development of capacities for
macroeconomic and fiscal forecasting. The Ministry of Finance is quite
advanced in this area, but we need top-level foreign expertise to move
further. The idea is to invite a top-level international expert/consultant
for up to 6-8 weeks in 2005, with the expectation that this initial
assignment shall be followed up with a long-term contract over the
subsequent 2 or 2.5 years, starting in the beginning of 2006. As I
mentioned earlier, we are looking for the world-class expert in the area,
who would work with key managers and specialists in Georgia. There are
funds available to finance consultancy costs during 6-8 weeks in 2005. We
are also negotiating with the World Bank and other organizations, and we
are likely to have enough funds to cover long-term consultancy costs in
2006-2007.


It would be a great honor if you could kindly consider the possibility of
working with Georgia in developing our macroeconomic and fiscal forecasting
capacity. As we are looking for the best experts in the world, I know you
are indeed one of the most suitable and experienced candidates.


Enclosed please find TOR for the initial assignment. Your early feedback
would be appreciated. If your schedule does not allow you to take up the
task, I would be glad to receive your suggestions concerning other
top-level experts in the area of macroeconomic/fiscal forecasting.
