last update field had bogus data; fixed going forward

Hi grant admins. I am sorry to say that a few weeks ago I introduced a
bug in the grant editor such that whenever you updated one grant, ALL
the grants last update fields were set. So all the data in the last
update field is useless. However, I fixed that bug, so going forward
from today the last updated field should work as you would expect.
