Senior Labor Economist
Health and Human Resources Division
 
The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. The Health and Human Resources Division is seeking a senior labor economist with an interest in analyzing a broad range of policies and programs affecting employment and income security.
 
The Health and Human Resources Division provides the Congress with analyses in the areas of health, employment, income security, and education. Recently-completed projects in the employment and income security areas include analyses of changes in low-wage labor markets during the past two decades, the role of immigrants in the U.S. labor market, participation in means-tested programs, and a comparison of the anti-poverty effectiveness of expanding the Earned Income Tax Credit and increasing the federal minimum wage rate. Projects currently underway include analyses of long-term unemployment, the volatility of earnings and family income, changes in the level and sources of income of families with children, and analyses of various proposals for assisting displaced workers.
 
The successful candidate will contribute to the full range of the division's responsibilities, including the development and implementation of major research projects of use to the Congress. Products include longer-term CBO studies, shorter-term memoranda and testimonies, and detailed analyses of proposed legislation.
 
Qualifications
Applicants should have a Ph.D. in economics or a related discipline and a proven record of accomplishment. They also should have a strong quantitative background, the ability to clearly present their work orally and in writing to non-technical audiences, and a desire to work on issues of current legislative interest to the Congress. Successful candidates will be able to work both independently and as the senior member of a team.

Unit Chief - Long-Term Modeling Group

The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO's Health and Human Resources Division is seeking to fill the senior position of Unit Chief in its Long-Term Modeling Unit.
 
CBO's Long-Term Modeling Unit is responsible for addressing emerging questions about baseline projections and policy alternatives for Social Security, Medicare, and other federal programs. The group is responsible for developing and maintaining a large-scale integrated micro/macro model of the U.S. economy, with significant detail on Social Security, Medicare, and other federal programs. The model is used for detailed budgetary and incidence analysis and to study economic well-being across and within birth cohorts.
 
Current development efforts are focusing on improved modeling of health status and spending in the microsimulation. Other efforts include modeling the stochastic processes for financial asset returns, demographic assumptions, productivity, inflation, and other variables. The goals of these development efforts are to improve CBO's ability to analyze Medicare and Social Security policies, as well as to expand the scope of long-term analysis to include disability, long-term care, income-maintenance, and other issues addressed by federal programs and policies.
 
Qualifications
The position requires a person with superior leadership, management, and technical skills. The successful candidate must have the ability to motivate and direct a professional staff in a fluid and high-pressure environment. Strong communication skills are necessary, especially the ability to communicate technical material in a clear and concise manner, both orally and in writing. The successful candidate must also have significant prior experience in analyzing public economics using macro and micro data, and in microsimulation modeling using programming languages (including FORTRAN) and statistical packages. The position requires an advanced degree in economics or a related field and post-graduate research experience in an academic, research, or government setting.

Economic Modeler/Analyst - Long-term Modeling Group
 
The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. The Long-Term Modeling Unit in the Health and Human Resources Division is seeking an analyst with an interest in applying microsimulation modeling in a public policy context. This research is particularly focused on how individual outcomes and behavior are affected by the Social Security, Medicare, and other spending and tax programs.

Successful applicants will have an interest in computer modeling using programming languages and/or statistical packages, and an interest in analysis of problems in public economics using macro and micro data. Candidates must have strong quantitative and programming skills. Candidates with experience using large survey data sets, knowledge of computational algorithms and/or microsimulation techniques, and prior experience with FORTRAN will have a distinct advantage. Candidates must also write well and be able to communicate technical matters effectively to non-specialists. This position requires a post-graduate degree or equivalent experience. Experience in an academic, research, or government setting is desirable, but candidates just completing their degrees are also welcome to apply.
