RE: Call for Papers for the 14th Annual NBER-CEPR-TCER Conference
                 December 13-14, 2001, Tokyo, Japan

Every year in December in Tokyo, the NBER, CEPR, and TCER (Tokyo Center for
Economic Research) hold a joint conference. The papers presented at the
conference are published in a special issue of Journal of the Japanese and
International Economies (JJIE), after a referee process. This year, we are
looking for papers that would fit the theme of "fiscal adjustment," which
is briefly described at the end of this message. Please send abstracts by
e-mail to thoshi@ucsd.edu by July 31.

"Issues in Fiscal Adjustment"
The U.S., Europe, and Japan are currently in different phases of fiscal
adjustment. In the U.S., the discussion has been on what to do with the
apparent fiscal surplus at the federal government. Many European countries
have finished fiscal consolidation to satisfy the requirements for the
monetary union. Japan's repeated fiscal stimulus to deal with the
decade-long stagnation in the 1990s have left it with enormous government
debt, but the lack of economic recovery makes it hard for Japan to embark
on fiscal consolidation. The conference papers address such questions as:

(1). What are the long-run economic implications of different ways to
reduce the fiscal surplus in the U.S?
(2). How did the countries in Europe reduce the fiscal deficits? What are
the implications of the different approaches taken by different countries?
(3). Is the Japan's fiscal policy sustainable? If not, how should Japan
proceed with consolidation?
