Subject: Planning project regarding a potential economic analysis of PACE programs

One of my roles here is to assist our board members with projects of particular interest to them through our Special Opportunities fund. One of our board members has an interest in the current status of PACE programs (particularly for residential properties), given recent events with the Federal Housing Finance Administration directing Fannie Mae and Freddie Mac to stop their participation in the program.

We are considering issuing a request for proposals (RFP) for a very short-term project to do two things:

 * First, to investigate the utility of and audience for a sound economic assessment of the PACE program and the related mortgage and property tax questions (such as determining the conditions under which a property assessment for clean energy changes the value of a mortgage, how much the value of the mortgage might change, how this compares to property assessments for other purposes, what conditions could be put on PACE programs to insure that it is only used in cases where it increases or leaves flat the value of the mortgage, etc), in order to inform the public discourse around the program, and
 * Second, if such an analysis is determined to be useful, determine appropriate institutions and investigators to conduct the research, and outline the scope of work for the project.

My questions to you are:

* Do you have a sense of the situation with the program and whether an economic analysis might be helpful? Do you know of one that exists already?

* Assuming that this goes forward, might you be able to recommend individuals or organizations that we could send the RFP to who are knowledgeable about the field and potentially available for this short-term planning project?
