The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO's Budget Analysis Division seeks a manager to direct its Human Resources Cost Estimates Unit. The unit consists of 10 analysts and a manager, who are responsible for preparing multiyear budget projections, producing cost estimates for legislation, and providing ongoing assistance to Congressional committees in their development of legislation. This unit's work encompasses federal programs in the areas of:
* Elementary, secondary, and post-secondary education;
* Social Security;
* Employment, training, and social services;
* Federal civilian retirement and disability; and
* Means-tested income-support and assistance, including food and nutrition assistance, housing assistance, and welfare.

The unit chief will be responsible for organizing, overseeing, and reviewing the unit's work to produce high quality, nonpartisan analyses and estimates, often with tight deadlines. The unit's responsibilities include:
providing budget estimates to authorizing committees during the early stages of developing legislation, as well as coordinating, reviewing, and editing numerous CBO cost estimates for legislation that is approved by such committees. Frequent and effective communication with Congressional staff is essential to success in this process. The unit chief will also coordinate the unit's preparation of 10-year baseline spending projections and analyses of the President's budgetary proposals, assist in CBO's preparation of long-term budget projections, and help develop and review CBO's studies of policy issues.

Qualifications
Candidates for this position should possess superior analytical skills and leadership qualities to manage and motivate a highly skilled staff in the context of a continually evolving legislative environment. Strong oral and written communication skills are necessary, especially the ability to communicate complex material clearly and concisely. Familiarity with one or more of the unit's program area responsibilities, experience in working with federal budget issues, and knowledge of the Congressional budget process are desirable. Applicants should have an advanced degree in public policy, public administration, economics, or a related field.
