This is the 1967 Census of Governments.

The data contains county and state-level information
regarding state and local governmental employment in
various departments, receipts obtained from property,
income and school taxation, expenditures for education,
highways, police and fire protection, and indebtedness
of the several governmental units.

The data is in cgov67.raw, the dictionary in dic67. There are STATA
dictionary and program files for a sample program reading the 1962
file in /home/data/census.govs/1962. You could use them for guidance
in reading the dic67 file.
