This is the 1962 Census of Governments. 

The data contains county and state-level information 
regarding state and local governmental employment in 
various departments, receipts obtained from property, 
income and school taxation, expenditures for education, 
highways, police and fire protection, and indebtedness 
of the several governmental units. 

The data is in cgov62.raw, the dictionary in dic62. The other files
are a sample STATA program reading the data.
